In the dusty, sun-scorched town of Reno, a decision hangs precariously in the balance. The County Seat, currently held by the town of Red Rock, is to be relocated to one of the two towns vying for the title. Editor Palmer, a cunning and calculating individual, is determined to ensure that his town, Reno, is chosen over its rival, Red Rock. Palmer's motives are far from altruistic, however, and as Red Ryder, the titular Marshal, begins to investigate the lawlessness plaguing Reno, it becomes clear that Palmer's gang is not content to simply win the County Seat by fair means. To gain the upper hand, Palmer and his cohorts have taken to thuggery and intimidation, employing whatever means necessary to persuade the townsfolk to support their cause. Red Ryder, ever the stalwart defender of justice and order, is determined to bring these lawbreakers to heel and uncover the mastermind behind their nefarious activities. In a bold, albeit cunning, move, Red Ryder decides to pose as an outlaw, infiltrating Palmer's gang in the hopes of discovering who the ringleader is. It is a daring plan, one that requires Red Ryder to adopt a false identity and pretend to be a hardcase, ready to engage in all manner of nefarious activities. Gabby, Red Ryder's loyal and trusted sidekick, is equally wary of the plan but supports his mentor's decision, recognizing that it may be their best chance to uncover the truth behind Palmer's gang. As Red Ryder navigates the seedy underbelly of Reno, he expertly plays the part of the outlaw, all the while keeping his eyes and ears open for any clues that might lead him to Palmer's boss. Meanwhile, Gabby keeps a watchful eye on Red Ryder, ensuring that he does not get too heavily involved in the gang's shady dealings. However, Palmer is not a man to be underestimated, and when he recognizes Red Ryder's true identity, he exposes the Marshal's ruse in a daring move, revealing Red Ryder's true identity to the entire gang. Faced with certain imprisonment and possibly worse, Red Ryder and Gabby find themselves prisoners of the very gang they had been hoping to infiltrate. As the two are taken prisoner, Palmer makes it clear that he has no intention of releasing Red Ryder anytime soon. In fact, Palmer has plans for the Marshal that have nothing to do with rehabilitation or punishment. As Red Ryder and Gabby are thrown into the local jail, it becomes clear that the Marshal and his loyal companion have stumbled into a hornet's nest, and it will take all of Red Ryder's cunning and resourcefulness to escape and bring Palmer's gang to justice.
