In a dystopian Neo-Tokyo, 2050, a sense of unease and mistrust pervades the streets. The city is controlled by a corrupt government, and an uneasy truce exists between rival police forces - the regular metropolitan police, and Special Division 9, an elite paramilitary counter-terrorism unit with extraordinary powers. At the heart of this story is Kazuki Fuse, a young and skilled member of the Wolf Brigade, an elite squad within Division 9. Initially, Fuse's world is one of precision and control as he and his squad carry out high-stakes missions to maintain order in the city. However, during a particularly brutal and tragic event, everything changes for Kazuki. A young girl, Kei's sister, a mere child no more than 10 years old, detonates a bomb, taking her own life and several others with her.
