In the year 2116, the futuristic city of San Francisco is now a domed utopia known as New Vegas, where advanced technology and an alluring landscape make life seem almost too good to be true. The inhabitants of this once-great metropolis have made a pact with the world, promising to live life to the fullest but at a terrible cost. The ruling council, known as the Sandmen, has decreed that every individual will be given the gift of eternal life – as long as they are prepared to give it up by their 30th birthday. As with many things, what initially seems like a grand bargain eventually turns out to be a cruel and inhumane trick. When the clock strikes 30, the citizens are given the opportunity to participate in a civic ceremony called the Carousel, where they are placed in a large, ornate wheel known as the Renewal Ceremony, where they will "be renewed" in a spectacular display of light, music, and technology. It's all done in the name of peace, tranquility, and, above all, population control. In reality, it's just an efficient way to get rid of people who have reached the end of their usefulness – by erasing their existence completely. Logan 5, a skilled Sandman tasked with eliminating those who have fled the Carousel, is known for being one of the most efficient Sandmen in the history of New Vegas. His partner, Jessica, is a brilliant and fearless Sandman who, despite her strict adherence to the rules, is beginning to question the morality of their mission. Together, they have dedicated their lives to keeping the city's population in check and maintaining order within its confines. Logan is haunted by the memory of his friend, Felix, who refused to participate in the Carousel. The city's ruthless enforcement of its "30 or Less" rule forced him to seek alternative solutions. In a desperate bid to preserve his existence, Felix turned to a group of rebels known as "runners," who have dedicated themselves to evading the Sandmen and living outside the city's control. When Logan and Jessica are sent to investigate a runner's hideout, they stumble upon a beautiful young woman named Rem.
