A rather bland crime film with very few action scenes. It's basically about a cop whose dog partner dies, so he wants to find the mastermind, but no one supports him, so he investigates on his own and eventually destroys an illegal pharmaceutical den. The dog's existence isn't even that crucial. The new dog partner seems to have been experimented on by the pharmaceutical company before. The deep bond between humans and dogs isn't really explored in much depth. There are some strange, inexplicable characters in the film whose purpose is unclear. Then, abruptly, a year later... Overall, it's filmed very blandly, with a slow pace, making it very boring. The dogs don't have enough screen time, so there's not much to see.
