The Mystery Inc. gang has just returned to Coolsville, their hometown, after a thrilling adventure on Spooky Island. As they settle back into their routine, they receive an invitation to a prestigious ceremony, where they will be honored with their own exhibit at the Coolsonian Criminology Museum. Shaggy Rogers, Velma Dinkley, Daphne Blake, Fred Jones, and Scooby-Doo, their lovable Great Dane, are all set to be celebrated for their unwavering dedication to solving mysteries. The ceremony takes place, and the gang is introduced to the city as the heroes they are. They spend the rest of the evening basking in the glory of their moment of fame. However, amidst the excitement, a mysterious figure in a black cloak appears, shrouded in shadows. The masked villain has been secretly watching the gang from the beginning and has a sinister plan cooking in his mind. Under the cover of night, while the museum is closed, the masked figure breaks in and begins to steal the costumes of classic monsters on display within the Coolsonian Criminology Museum. The costumes, ranging from Dracula to the Wolf Man, are among the greatest icons of horror in cinematic history. Once they are stolen, the villain brings the monsters to life using the same formula that the gang discovered and thwarted during their last adventure on Spooky Island. Fred, a self-proclaimed master mystery solver, is the first to stumble upon the unfolding chaos. His keen eyes notice the costumes have been replaced with eerie mannequins, and he realizes that something is awry. The first monster that comes to life is the werewolf, who wreaks havoc in the museum. The gang receives a distress call from their friend, Emily and her staff, informing them of the monstrous mayhem. Upon arriving at the scene, the Mystery Inc. gang quickly springs into action. Shaggy and Scooby are initially reluctant, still enjoying their moment of fame, but the reality check snaps them back into reality. Velma, Daphne, and Fred devise a plan to solve the mystery, while Shaggy and Scooby work on the logistics of containing and understanding the roaming monsters. The gang soon discovers that the monsters are not the primary concern but only a disguise used by the real culprit. The villain plans to use the chaos to his advantage by selling tickets to a 'monster-filled' Coolsville, capitalizing on the city's fear and excitement. Fred and the gang must unravel the mystery behind the stolen costumes and the motivations of the masked figure to save their town from this menace. As the investigation unfolds, they interview various witnesses, analyze clues, and scrutinize the museum staff. They narrow down the suspects to Emily, the curator, and her museum staff. However, as they delve deeper, they realize that even the seemingly innocent witnesses and suspects may be hiding secrets. The Mystery Inc. gang and their friends soon unravel that Emily's motivations are rooted in her childhood nightmares. Emily had been bullied in school by her classmates who associated her with the monsters displayed in the museum. Her revenge plot aims to make Coolsville experience what she endured as a child. With the identity of the villain exposed, Fred and the gang develop a plan to apprehend Emily and stop the monsters. They cleverly use Scooby's knowledge of Spooky Island, where he learned about the monster control formula, to subdue the villains and the costume-clad creatures. The thrilling finale brings an array of the monsters back to life one by one as the battle between the gang and Emily reaches its climax. Velma figures out that to stop Emily and the monsters, they need to turn on the lights and the lights alone will repel the monsters, since Emily can't control the formula without darkness to cover the light of the costumes. As the lights come to life in the museum, the monsters disintegrate, foiled once again by the Mystery Inc. gang. In the end, Emily is arrested and brought to justice. The Mystery Inc. gang receives applause once more for solving the mystery and stopping the monsters in the nick of time. Shaggy and Scooby reflect on their moment of fame and acknowledge that there's no greater thrill than solving mysteries together as friends. The movie concludes with the gang back to their roots, laughing, learning, and, as always, ready for the next adventure that awaits.
