In an attempt to placate their anxious supporters, the governor conjures up a supposed solution – a volunteer program where the detained youth can serve their parents' sentences by providing care to elderly Americans. The film hurtles towards a tense and heart-wrenching climax as Isabella confronts the facility's ruthless director, who remains unrepentant in the face of overwhelming evidence. The director coldly explains that these elderly residents are just commodities to be bought and sold, nothing more.
