The winter wonderland of Kriss, Massachusetts is about to become a hotbed of holiday hijinks as Casper, the friendly ghost, descends upon the quaint town to fulfill his mission from the supreme ruler of all ghosts, Kibosh. For Casper, who has grown accustomed to spreading joy and cheer, the task at hand proves to be a daunting one. Kibosh's dictate stipulates that Casper must scare at least one human being before Christmas Day, a prospect that fills Casper with trepidation. As Casper arrives in Kriss, he becomes acquainted with the Jollimore family, consisting of patriarch Dan, loving mother Laura, and their rambunctious children, Chris and Jessica. The Jollimores are warm and welcoming, and Casper quickly forms a bond with the family, finding it increasingly hard to muster up any malevolent intentions. The Ghostly Trio, Casper's cohort of bumbling sidekicks, comprising Stretch, Fatso, and Stinky, grow impatient with Casper's lack of interest in scaring anyone. They concoct a plan to rectify the situation by hiring a ghostly look-alike of Casper's, Spooky, to carry out the deed. Spooky, a mischievous and cunning specter, is brought in to impersonate Casper and scare the Jollimores into submission.
