In the vibrant city of Shanghai, during the 1940s, kung fu has become a highly revered form of combat, not only for fighters but also for everyday citizens. However, amidst this cultural proliferation of martial arts proficiency, one notorious gang exploits this respect, and their fear of kung fu skills elevates them to a seemingly unbeatable height - the Axe Gang. Axe Gang's terrorization of Shanghai's streets is a recurring and ever-present threat to its residents, forcing people to live in constant fear of their brutal, axe-wielding attacks. Yet, despite this fearful atmosphere, a group of small-time hoodlums, consisting of Sing and Bone, attempt to gain their entry into this intimidating gang. Sing, portrayed by Stephen Chow, is a Shanghai street urchin, desperate to change his humble circumstances and rise to the top of Shanghai's underworld. He sees joining the Axe Gang as the means to gain recognition and wealth. However, his counterpart, Bone, is not as sharp or calculating, and his slow-witted nature often causes him to get into trouble. With their ill-fated attempts to join the Axe Gang, they unknowingly attract the attention of the notorious thugs. Sing and Bone soon discover that they have made a multitude of powerful enemies. On top of that, they have also attracted the wrath of the Ice Ribbon, the Axe Gang's notorious enforcer, a ruthless and merciless combatant. One of the hidden gems of this narrative lies in how ordinary people, often viewed as inconsequential and anonymous, can display an extraordinary ability in kung fu when necessary. One such example of hidden strength is Master Lam, the custodian of a housing estate, who is a highly-skilled kung fu exponent. During the progression of their tragic misadventures, Sing and Bone inadvertently stumble upon these ordinary heroes by becoming embroiled in a series of events caused by their ill-fated efforts to secure a place in the Axe Gang. What initially seems to be fate's twisted game turns out to provide them with a surprising ally that would allow them to be drawn into the kung fu lifestyle. With Master Lam's character, along with two skilled kung fu practitioners, Sing and Wire a mysterious, kung fu fighting school proprietor who is exceptionally good at martial arts, a small time street artist who fights Axemen with great cunning and high risk taking. When everything looks bleak, they step in to provide aid to Sing and Bone, transforming what initially seemed to be a hopeless situation into a glimmer of hope for survival. In a twist that turns their luck around, Sing and his companions are now plunged head-first into the underworld kung fu scene and get involved with a complex history and system, driven by unspoken loyalties, old rivalries, and secrets. It seems that this narrative of defeat has been slowly shaping them into martial artists capable of challenging their fears and confronting the ultimate challenge of fighting the ruthless Axe Gang in a mythical fight-to-the-finish.
