In a dystopian future, the year is 2001, and the world has undergone a drastic change. Correctional facilities, once the purview of the government, have been privatized and turned into profitable enterprises. The line between justice and profit has become blurred, and the innocent are often found guilty for the sake of profit. It is in this world that Ricky, a skilled martial artist, finds himself embroiled in a system that seems designed to destroy him. Ricky, played by Biao Yuen, is a young man with a troubled past.
