In the wake of a career stalled by bureaucratic red tape and lack of challenge, CIA analyst Susan Cooper finds herself stuck behind a desk in the agency's Langley headquarters. Longing for a chance to prove herself and break free from the monotony of her office job, Cooper seizes the opportunity to take a leap of faith when her senior partner, Bradley Fine, is sent undercover to infiltrate the operation of Ricardo Tiegel, a notorious arms dealer. Fine, a seasoned operative with years of experience, has been tracking Tiegel, who possesses a nearly indestructible smart gun feared for its ability to protect its owner from bullets, enabling him to sell it to rogue nations, terrorist organizations, and even child soldiers. In addition to orchestrating assassinations and human rights atrocities, Tiegel's ultimate goal is to use the smart gun to orchestrate a catastrophic global disaster, with the smart gun being positioned on multiple sites around the world for timed to blow. On the eve of Fine's planned infiltration, however, everything that could go wrong does. A stunning revelation leaves Cooper unaware that Fine has gone undercover as a suitor for the affection of Sergio, Tiegel's widow, allowing herself to find her hidden smart weapon, and ultimately leaves Fine vulnerable to attack. Cooper learns he has been mortally wounded, and in an ensuing firefight, in a sophisticated fight with what appears to be an unending horde of hired mercenaries with an unmistakable pattern: bullets ricocheting off the smart gun. The U.S. government holds off blowing anything up – that option is still very much on the table – the only one Cooper can save Fine, which Susan now has all the reasons in the World to throw caution and conventions to the wind. Gathering an unpredictable small army, including Nobby, Brad's gun- wielding former colleague who works out of England, and Bradley's look-alike double Ray for an hour shot at Moscow early, then quickly, Susan boards a plane to Budapest, seeking any form of data, that might be required to kill off Tiegel's stock weapon shipment before use. Underdeveloped in his Moscow role is also left to be deployed in London onto information kept central control given by Susan after arriving at an info reveal by Nobby. Making under-sleight moves within hours, she reaches the critical last-minute reveal where a U.S. military facility could perhaps bring potential destruction on the stock. A fight ensues between Cooper and Ray, Nobby and another associate, Gary, who Susan had tasked to remove some of the stock set – getting that one last bit she needs on how a possible plan is about to unfold. In Moscow, Susan leaves Ray in London having been trained by a counter partner, the tiegels of a Moscow group within short-term timeframe for tiegel. Moving also toward an incredible move using Moscow space (because these gun must be eliminated, now starting to close), utilizing their now available position on a time frame allowed down a highway just before daylight. In a heart-pounding last-ditch effort, Susan and Nobby infiltrate the Russian military facility mere hours after she has dispatched from Moscow. Cooper quickly goes one for one with the stock gun in getting the opportunity to eliminate all guns held at many possible locales around cities in place, there is near a 98% chance the last gun could potentially go to the right sites due to its built – in GPS navigation control which was only later noticed, just seconds before using it, for worldwide simultaneous elimination setup at midnight by Tiegel - the end for which Cooper will need to somehow find all she hopes to gather together the smart weapons. As midnight arrives, Cooper finds one last smart gun, and a perfect showdown takes place between her and Tiegel. The operation ultimately ends with a massive terrorist attack foiled and arms dealer Tiegel blown to smithereens. This daring op comes as a climaxing plot twist to long-biased thinking.
